1- The applicant for promotion submits a written promotion request to the Head of the relevant Department for presentation to the Department Council. The applicant undertakes that the application meets all promotion requirements and conditions stipulated in these regulations.
2- After the Department Council issues its recommendation, the Head of Department submits the Council’s recommendation to the Dean within a maximum period of three weeks.
3- The Dean forms a committee of three faculty members holding the same rank or a higher rank than the rank applied for promotion. The committee is responsible for reviewing the promotion application, verifying that all requirements are met, and making a recommendation to the Dean regarding the promotion. The committee also proposes a list of evaluators, including at least ten specialists, subject to the following conditions:
- They must hold the rank of Professor; in special cases and with the approval of the relevant Vice President, distinguished specialists holding other academic ranks may be included.
- They must not hold the nationality of the applicant and must be based outside Jordan.
- They must be recognized for their objectivity and affiliated with reputable academic institutions other than the university from which the applicant graduated.
- They should be from diverse countries and universities; preferably, no more than one evaluator from the same university and no more than two from the same country.
- They must be proficient in the language(s) in which the research is written.
- Their contact information and addresses must be accurate and clearly specified.
4- The Dean submits the application to the Faculty Council within a maximum of three weeks to issue the appropriate recommendation, and then forwards it to the University Presidency in writing within a maximum of one week to complete promotion procedures.
Important Notes:
- The maximum time limit granted to the Department or Faculty for issuing a recommendation must not be exceeded. If it is exceeded, the faculty member may submit a direct appeal to the University President explaining the situation.
- If the Department Council or Faculty Council fails to issue a recommendation within the specified time without an acceptable reason, the President shall form a committee from the Department and Faculty, chaired by the relevant Vice President, to review the promotion request. The committee shall submit its recommendations within a period not exceeding three weeks from its formation.
- If the number of faculty members in the Department holding the same or higher rank than the rank applied for is fewer than three, the Department Head shall refer the application to the Dean to be presented directly to the Faculty Council in the presence of one or two faculty members from the Department holding the same or higher rank.
- In all cases, promotion applications may only be reviewed at the Department or Faculty Council level by faculty members holding a rank equal to or higher than the rank applied for.
